   There was a guy local to me who was caught in the act with a lamb. The lamb had a rope tied around its neck and when police asked the weirdo what that was for, he explained that he liked to look into the lamb’s eyes.

   Good God!

   Funny headline, but the article is the worst of the failure of bureaucracy and allowing rapists to operate repeatedly after being captured and identified.
