I know you're kinda new to this whole Legislature thing, being in your first term and all (thanks Jeri!), but Civil Rights leaders don't sign legislation into Law.

Okay, help me out here. I can't find where Obama said that King could have passed or signed legislation.
As near as I can tell, all he said was that MLK had "more to do" with getting the Civil Rights Act passed. I don't think it's correct but it's not implausible because pressure applied by King certainly helped to get it passed.
Of course, I'm a contrarian. If you want my vote for the single individual most important for getting the legislation passed and signed, that would be Lee Harvey Oswald.
