Kathy – in this case, the appearance of the child bears no deeper significance. It’s simply the way the kid looks. He’s called “Success Kid” and the Internet has spent years captioning his picture for amusement, using the general format “goofed up / it paid off” or “event / unexpected benefit.”
You’ll note that under this format, the administration is admitting the current immigration “reform” is a blunder, and any success will be a surprise.
